Neuroscience and mainstream consciousness theory

Kelly has carefully studied the contemporary landscape of neuroscience-based consciousness theories. He notes that despite their differences in detail, these theories share a common architecture: they portray consciousness as arising from or being intimately tied to dynamically evolving patterns of neuroelectric activity within a core brain system comprising the thalamus and its massively interconnected neocortical territories.2

It has generated testable predictions, inspired new methodologies for detecting consciousness in non-verbal organisms and severely brain-damaged patients, and provided plausible explanations for numerous recognized neuroscientific facts. Kelly acknowledges these virtues explicitly. His review of landmark neuroscience volumes on consciousness reveals a field of impressive scope and rigor, with prominent figures contributing detailed investigations of how brain injury, anesthesia, sleep, and pathology affect conscious functioning.1

Yet Kelly observes that this picture of power and clarity, much like classical physics in the late nineteenth century, contains within it signs of trouble. Just as black-body radiation and the photoelectric effect presaged the need for quantum mechanics, certain empirical phenomena resist accommodation within the standard neuroscientific framework. These are not marginal curiosities but rather well-documented phenomena that demand explanation.

Critique of Integrated Information Theory

Integrated Information Theory (IIT) has emerged as perhaps the most ambitious and mathematically sophisticated attempt to ground consciousness in systems neuroscience. Kelly recognizes IIT’s appeal: it is bold, it makes surprising predictions that go beyond current orthodoxy yet remain potentially testable, and it has inspired effective techniques for detecting consciousness in organisms incapable of verbal report.2

Nevertheless, Kelly argues that IIT is fundamentally flawed. His critique operates on multiple levels. First, he revisits conceptual and technical issues that have been raised previously but remain unresolved, particularly concerning IIT’s concept of “information” and its approach to the “hard problem” of consciousness, the question of why physical processes give rise to subjective experience at all.2

The first involves cases of multiple personality or dissociative identity disorder, in which complex and overlapping centers of consciousness co-occur within a single human organism. If consciousness is produced by integrated information in the brain, how can one brain support multiple, distinct, and sometimes mutually amnestic conscious centers? IIT’s framework seems to lack the conceptual resources to address this phenomenon adequately.2

The second empirical challenge concerns psychedelic states. The intense and often profoundly meaningful phenomenology of psychedelic experiences (the vivid imagery, the sense of cosmic significance, the emotional intensity) is not straightforwardly reflected in the accompanying neuroelectric activity. In fact, some measures of neural integration and complexity may actually decrease during psychedelic states, yet the subjective richness of experience increases dramatically. This dissociation between neural measures and phenomenological intensity poses a serious problem for theories that posit a direct production relationship between brain activity and consciousness.2

Empirical challenges to physicalism

The most critical empirical challenge Kelly identifies concerns near-death experiences (NDEs). These are profound and personally transformative conscious experiences that occur under extreme physiological conditions (cardiac arrest, severe trauma, anesthesia) in which brain function is severely compromised or absent. According to IIT and other physicalist theories, such experiences should be impossible. If consciousness is produced by integrated information in the brain, and if the brain is not functioning, then no conscious experience whatsoever should occur.2

Yet NDEs do occur, and they are characterized by clarity, coherence, and often profound meaning. Patients report vivid perceptions, sometimes including veridical information about events occurring outside their field of sensory awareness. They describe encounters with deceased relatives, passage through tunnels or landscapes, and a sense of profound peace or cosmic understanding. These experiences are not hallucinations in the conventional sense; they possess a quality of reality and intentionality that distinguishes them from ordinary dreams or drug-induced imagery.

Kelly emphasizes that these empirical arguments do not merely challenge IIT in isolation. The same logical structure applies to physicalist competitors more broadly. If consciousness is produced by brain activity, and if the brain is not functioning, consciousness should not occur. The existence of NDEs under conditions of extreme physiological compromise thus falsifies not just IIT but the entire class of physicalist “production” models of consciousness.2

Toward post-physicalist frameworks

Importantly, Kelly does not leave the field in a state of mere negation. He argues that scientifically and philosophically respectable alternatives to the prevailing physicalist production model are available.2 These alternatives do not require abandoning scientific rigor or empirical methodology. Rather, they involve reconceptualizing the relationship between consciousness and the brain.

One such alternative is the “transmission” or “filter” model, in which the brain does not produce consciousness but rather serves to transmit, modulate, or constrain a consciousness that may have a more fundamental ontological status. Under this model, severe brain damage or physiological compromise would not eliminate consciousness but rather restrict its expression or accessibility to ordinary sensory channels. This framework can accommodate NDEs, dissociative phenomena, and anomalous cognition more naturally than production models.

Kelly’s work at the Division of Perceptual Studies at the University of Virginia has been instrumental in developing and refining such post-physicalist frameworks. His co-edited volumes, particularly Irreducible Mind and Beyond Physicalism, synthesize evidence from parapsychology, near-death experience research, mediumship studies, and anomalous cognition to construct a comprehensive alternative to strict materialism. These works argue that consciousness may be more fundamental than physicalist theory assumes, and that the brain’s role may be more subtle and complex than the simple production model suggests.

This is not mysticism masquerading as science. Rather, it is an insistence that science must follow the evidence wherever it leads, even when that evidence challenges deeply held assumptions about the nature of mind and matter. Kelly’s approach demonstrates that parapsychological research, far from being peripheral to consciousness studies, may provide crucial data for understanding the true relationship between consciousness and the physical world.
