Scientism and the Problem of Authority

Bauer identified a fundamental problem at the heart of contemporary science discourse: the conflation of scientific method with scientific authority. In contemporary society, “science” signifies authoritative understanding of the natural world, and therefore “pseudoscience” means claimed but inauthentic knowledge.2 But this equation rests on an unexamined premise, that science possesses a special epistemic status that other forms of knowledge-seeking do not.

Bauer argued that attributing authoritative understanding to science entails accepting scientism, whether consciously or not. Scientism is the belief that scientific knowledge is superior to any other claims of knowledge. Yet once it is conceded that science is fallible, as all human activities must be, it becomes clear that any mainstream scientific consensus is also fallible.2 If the content of science is created by human beings, and human beings are prone to error, bias, and institutional pressure, then the pronouncements of scientific authority cannot claim the certainty that scientism attributes to them.

This does not mean that science is no better than astrology or that all claims are equally valid. Rather, it means that the assertion of scientific authority must be accompanied by humility about the limits of that authority and openness to evidence that challenges consensus positions. Bauer saw intolerance (the belief that one’s opinions are unquestionably, absolutely true) as rooted in the same epistemological error whether it appears in religion, politics, or science.

The Pseudoscience Problem: Defining the Indefinable

One of Bauer’s most enduring contributions was his demonstration that “pseudoscience” has never been successfully defined. Innumerable attempts have failed to establish criteria that distinguish science from other knowledge-seeking attempts, or that distinguish good, proper science from bad, improper or spurious science.1 Philosophy of science has never reached consensus on how to define “science” itself, much less how to identify its imposters.

Yet the label “pseudoscience” is applied routinely and with great confidence. Self-styled skeptics, whom Bauer characterized as “pseudo-skeptics” following Marcello Truzzi’s terminology, label as “pseudoscience” any view they regard as wrong, without displaying any felt need to demonstrate why that label might be appropriate.1 This would require defining pseudoscience and showing how the particular item being criticized satisfies the definition, a task that has never been accomplished.

Bauer observed that this rhetorical move serves a gatekeeping function. By declaring something pseudoscience without rigorous justification, critics avoid the harder work of engaging substantively with evidence. The label itself becomes a conversation-stopper rather than an invitation to examine claims carefully. Bauer argued that this practice corrupts scientific discourse by replacing evidence-based argument with authority-based dismissal.

Mainstream Consensus and Institutional Bias

Bauer’s examination of how scientific consensus forms revealed systematic biases that have little to do with the quality of evidence. In his review of a book on the relationship between science and public policy, he noted that contemporary scientific activity is nothing like the traditional, conventional view of science as a disinterested activity delivering public goods.3 Among the salient factors for this difference are the rat race for obtaining funds for research and the fact that peer review serves only to entrench whatever the consensus is among the dominant cliques in each scientific specialty.

This observation applies across multiple domains. In medicine, for instance, Bauer documented how surrogate endpoints and improper statistical analyses have become standard practice. The usual criterion for statistical significance (p ≤ 0.05) is arbitrary and very weak, yet it is treated as an objective threshold for truth.4 The typical marketing ploy of citing relative rather than absolute risks is highly misleading, yet it pervades medical literature and public health messaging.

Bauer also examined how institutional conflicts of interest shape what counts as acceptable science. Advisory committees and panels given responsibility for assessing the state of scientific knowledge are often composed of individuals with financial ties to the industries whose products they are evaluating. The result is that supposedly scientific understanding becomes severely biased by conflicts of interest and vested interests.3

Heterodox Science and Tolerance for Evidence

Rather than defending heterodox claims as necessarily true, Bauer argued for a more modest but crucial position: heterodox claims deserve initial tolerance and a willingness to consider evidence. Once it is conceded that mainstream scientific consensus is fallible, it becomes clear that heterodox claims of knowledge should be greeted, initially at least, with a degree of tolerance and a willingness to consider evidence, to seek objective facts before judging something to be false knowledge.2

This stance does not require accepting heterodox claims uncritically. Rather, it requires that they be evaluated on the basis of evidence rather than dismissed on the basis of their deviation from consensus. Bauer’s own work on the Loch Ness phenomenon exemplified this approach. He examined the historical evidence, the plausibility of proposed explanations, and the quality of investigations, rather than simply declaring the phenomenon impossible because mainstream biology had not endorsed it.5

Bauer recognized that anomalies and heterodox claims can serve an important function in science: they can reveal gaps in mainstream understanding and prompt more careful examination of assumptions. When mainstream science responds to such claims with intolerance rather than engagement, it loses the opportunity for self-correction and risks calcifying into dogma.

Responses and Evaluation

Bauer’s critique of scientific authority and the pseudoscience label has generated significant discussion within philosophy of science and science studies. His central claim (that “pseudoscience” lacks a rigorous definition) has been acknowledged even by philosophers who disagree with his broader conclusions. The failure of demarcation criteria is now widely recognized in the field.

However, some have argued that Bauer’s emphasis on the fallibility of consensus and the institutional biases in science, while important, does not fully address the question of how to distinguish between claims that deserve serious investigation and claims that are demonstrably false or incoherent. Bauer’s response would be that this distinction must be made on a case-by-case basis through careful examination of evidence, not through blanket application of labels.

Bauer’s work on statistical significance and the misuse of p-values has found considerable support in recent years, as the scientific community has increasingly recognized problems with how statistical thresholds are interpreted and applied.2 His documentation of how medical practice has been shaped by surrogate endpoints and marketing rather than evidence of actual health outcomes has also resonated with critics of contemporary medicine.

The broader implication of Bauer’s work is that science functions best not when it enforces conformity through authority, but when it maintains genuine openness to evidence and willingness to reconsider established positions. This requires institutional changes, in how research is funded, how peer review operates, and how scientific advisory bodies are constituted, to reduce conflicts of interest and entrenchment of consensus views. Without such changes, Bauer argued, science risks becoming merely another form of dogmatism, distinguished from religious dogmatism only by its rhetoric of objectivity.
