Stargate

Stargate was the umbrella name for a long-running US government-sponsored program that investigated remote viewing — the claimed ability to perceive distant or shielded targets through anomalous means — as a potential intelligence tool. It ran, in various forms and under several predecessor names, from the early 1970s to 1995.

Origins and Structure

The program’s roots trace to CIA interest sparked by an informal test conducted with Ingo Swann, whose results prompted initial agency funding [1]. Research began at Stanford Research Institute (SRI), where Hal Puthoff directed the remote viewing research program [1]. Early positive results — described in sources retrieved here as “truly impressive” — were enough to sustain government interest for more than two decades [1].

The program operated under a succession of code names before consolidating under the Stargate designation. Its predecessor phases included Grill Flame, under which Joseph McMoneagle served as the first officially designated remote viewer [see his ESP-Nexus profile]. The core activity was Controlled Remote Viewing (CRV), a structured protocol developed to standardize how viewers described remote targets.

The military dimension was substantial. Operational viewers were drawn from Army intelligence. Paul H. Smith served as a remote viewer in the program for seven years [see his ESP-Nexus profile], and Lyn Buchanan was among the core operational personnel across both the Grill Flame and Stargate phases [see his ESP-Nexus profile]. The program’s research protocol — developed between 1978 and 1995 — has since served as the methodological reference point for civilian remote viewing research [2].

The Reliability Problem

Despite results described internally as impressive, program documents and assessments acknowledged a fundamental inconsistency problem. A 1982 DIA report noted that CRV training was being applied operationally before the methodology had been fully developed or evaluated [1]. A quoted assessment captured the core dilemma plainly: results had been “truly impressive but they’re inconsistent, unpredictable, and we know very little about who’s good at it or why” [1]. May, reflecting on the program’s research track record under government funding, attributed part of its success to the near-exclusive use of highly talented special participants — raising the question of whether results generalized beyond that group [4].

The 1995 Evaluation and Closure

The program was declassified and terminated in 1995. Before closure, the government commissioned an independent statistical evaluation. The first successful SRI experiments had been published in mainstream scientific journals during the program’s early years — Puthoff and Targ published findings in 1974 and 1976 [5] — giving the research a peer-reviewed footprint even while the operational program remained classified.

Legacy

After declassification, several of the program’s operational viewers moved into civilian instruction and research. Smith founded Remote Viewing Instructional Services (RVIS) and served as president of the International Remote Viewing Association ESP-Nexus profile. Buchanan founded Problems > Solutions > Innovations (PSI), focused on real-world CRV applications ESP-Nexus profile. McMoneagle has continued as a prominent author and trainer [3].

The Stargate protocol has also influenced subsequent civilian research; at least one proof-of-principle study published in 2017 explicitly grounded its methodology in the original 1978–1995 Stargate procedure [2].

Skeptical Critiques

What critics argue. The program’s congressional and independent reviewers — including the evaluator commissioned alongside Utts — argued that the Stargate results, however statistically significant in controlled settings, had not demonstrated operational utility sufficient to justify continued funding: the effect was real enough to measure in the lab but too inconsistent and unpredictable to serve as a reliable intelligence source.

What the experimental data show. The program’s own internal documents acknowledge this tension directly: the 1982 DIA report flagged that viewers were being deployed before CRV methodology was validated, and the internal assessment quoted in the archives concedes inconsistency and unpredictability as unresolved problems [1]. McMoneagle and May’s 2004 analysis raises the possibility that documented successes may have depended heavily on a small number of exceptional individuals [4], which, if correct, would limit the generalizability of positive results.

Analysis. The statistical significance question and the operational utility question were treated as separable at the time of the 1995 evaluation — Utts addressed the former; the utility question drove the program’s termination. The published peer-reviewed record from SRI, the classified operational record now partially available through the Star Gate Archives, and the post-declassification civilian literature represent three distinct bodies of evidence that have not been systematically synthesized in a single peer-reviewed meta-analysis available in the sources retrieved here.
